Rafael Leal
Arcas is a Ph.D. in Law Candidate at the European University
Institute, Florence (EUI). He received an M.Phil from the London
School of Economics and Political Science (British Council
scholarship), an LL.M. from Columbia Law School (La Caixa scholarship),
a J.S.M. from Stanford Law School (La Caixa scholarship) and
a master degree in law
from the EUI. He also served as a Visiting Scholar at the University
of Wisconsin-Madison Law School. At Columbia, Rafael obtained
the "Parker School Certificate
for Achievement in International and Comparative Law", the "Dean
Acheson Clerkship in the European Court of Justice of the European
Communities," and was Articles Editor for the Columbia
Journal of European Law and the Columbia Journal of
Transnational Law. Mr. Leal Arcas completed his first law
degree at the universities of Granada ( Spain), Regensburg (
Germany), Bolonia ( Italy) and Angers ( France).
Rafael completed internships at the European Court of Justice,
the European Court of First Instance (cabinet of Judge Lindh),
European Commission General Secretariat (Forward Studies Unit),
the Delegation of the European Commission to the U.N., the EC
Council Legal Service (External Relations team), the European
Parliament General Secretariat (DG Research), and the U.N. Secretariat
in New York (Economic and Social Council). In addition, Rafael
was a Guest Lecturer in the Public Law Department of the Universidade
Federal Minas Gerais ( Brazil), has presented papers at conferences
in the U.S., Canada, Europe and Latin America, and has published
numerous articles on EC law and international law. His primary
research interests are the EC and the WTO.
